    Why PayPal and connected platforms may ask for tax forms

    What type of income is PayPal income?

    PayPal is a payment processor—it moves money between buyers, platforms, and your account. It does not, by itself, decide whether your income is services, sales, royalties, or something else.

    The type of income depends on what you do: freelancing, selling goods, content revenue, and so on. Classification follows your activity and the payer’s rules, not the fact that PayPal appears on the payout.

    Worked example: a UK business coach invoicing clients directly via PayPal

    Grace Whitfield runs an online business coaching practice from her home office in Nottingham, invoicing clients around the world—including in the US—directly through PayPal, without going through a marketplace platform. Coaching and consulting fees are business income, not a royalty, so they fall under Article 7 (business profits) of the US–UK tax treaty.

    Before a W-8BEN was on file, certain reportable US-source payments could default to standard withholding until foreign status was certified. After filing Form W-8BEN—citing the UK as country of residence, Article 7, and no US permanent establishment—payouts on the same coaching income are not subject to US withholding. Grace's UK tax position is unaffected.

    What this means for your Self Assessment in the UK

    A W-8BEN only affects US withholding—it does not exempt you from UK tax. Income received via PayPal is normally reported to HMRC through Self Assessment as self-employment income, regardless of what the US withheld.

    Services billed to a client outside the UK usually fall outside the scope of UK VAT under the general B2B place-of-supply rule—but you may still need your own VAT registration once your turnover crosses the threshold. Confirm your registration status with an accountant, since figures change.
